Because they cannot compel her to testify. The senate is not a court, they can issue a subpoena but it has no teeth for private citizens. Who cares if she testifies, it didn't happen. She's just a left wing political hack who was likely told the accusation would cause him to withdraw. Now she's faced with embarrassing herself in front of the entire world.
