Sex is the biological aspect, whilst gender refers to those roles.
The reason why those two are separated is because one cannot choose his/her sex, but can choose what s/he affiliates her/himself as.

@Stargate again, that's sex: you don't choose it. Gender refers to the role portrayed by the respective sexes.
So a trans female is still biologically male. But he is considered as "she" by their female roles. Aesthetics, body language, clothing, et al

@Stargate of course it doesn't change the DNA. But some people want to affiliate with their non birth sex. They are entitled to it just as you are entitled to your dissent.
