That only speaks to conditions, it doesn't speak to child separation. As for child separation, I've not found a single federal statute or precedent that demands parent-child separation as a matter of routine policy. Unaccompanied children, children in danger within a family unit, children suspected of being trafficked-- children all put in child detention... yes, children all put into protective custody. But I've found no precedent demanding child separation from parents. Not Flores v. Lynch. Nothing under Bush or Obama.
