Probably. The law is really grey about this stuff, and Mueller has said it's policy not to indict the president. It is not in the Constitution, and the law is untested, but short of a heinous act it's unlikely to result in indictment.

If the President breaks the law, impeachment is the way to go about it... which can be a trick depending on the political reality.
