Another senior U.S. official present during the discussions attributed Clinton’s reluctance to lingering suspicions about Putin. The former KGB operative who served as president in the early 2000s had accepted the prime minister’s job under Medvedev, but many Kremlin watchers believed that Putin was still Russia’s de facto leader and that Obama’s attempts to woo Medvedev misunderstood the real power structure in the Kremlin. These observers watched Putin’s hardening view toward the United States with increasing concern.[/quote]
