Why would Trump help Chinese phone company, ZTE?

I guess the Commerce Dept must lift the sanctions against this company.

He is trying to fulfill his campaign promise to create more jobs. After failing to do so in the US, he couldn't pass on an opportunity to take credit for doing so in China, simply by sending some money and letting them take care of all the logistics.
