Is assuming white people are rascist...rascist?

It depends on who makes the assumption and the context.

If you're a red neck, raised in a red neck family, in a red-neck town, and you hate other races, then, naturally, you assume all white people should be white.

If you're a black child, raised in apartheid South Africa, then it's natural for you to assume white people are racist, but that's just an observation, and does not mean you're a racist yourself, as this is the only world you know.

If you're someone from Chinese descent, and a Professor at Berkeley, and you assume all white people are racist, then you're probably a racist.

If you're a black child, growing up in the projects, and your only exposures to whites, is those who hate on everyone who looks like you, then you might assume that all white people are racist, but does not mean you're a racist yourself. It's just an observation.
