Honestly, this late in the game, they are both just words into which anyone feels entitled to inject whatever meanings they like. I've yet to meet anyone with an even remotely adequate understanding of human history generally who would take either without several grains of salt. If a policy or administrative technique works, go with it until it doesn't, I do not much care what phantom abstraction other people regard it as "belonging to".
A person who has gotten so sucked into an abstract model that they've lost sight of it as a tool and have started to believe they're not allowed to use other models usually ought to be kept a hundred miles from the nearest levers of power. Unfortunately, I can't think of the last time they actually were, but it still works out alright sometimes anyway in a "broken clock is right twice a day" sort of way.
