How do you interpret trump's comment regarding the Florida shooter?

"[i]So many signs that the Florida shooter was mentally disturbed, even expelled from school for bad and erratic behavior. Neighbors and classmates knew he was a big problem. Must always report such instances to authorities, again and again[/i]!"

Is he blaming the classmates?

Is he closing the book on this issue?

Is he saying Americans should report other Americans when they see violent tendencies that might escalate? Like Rob Porter’s wives reporting him for being violent? Same?
If so, funny, trump and his administration ignored/disregarded their reports.

He's obviously deflecting from the gun control issue, and yes, he's to some extent laying the blame on the neighbors and classmates.

But he's also emphasizing something that's a natural progression from his "blame the other" message. In this Us v. Them game he's playing, in the newly "Great America," loyalty to the regime is really critical.

See someone suspicious? Tell the authorities. They might just be crazy, but they might also be an illegal alien or a cosmopolitan elite.

I'm probably overreaching a little here, I realize, but maybe not nearly as much as it would seem, when you realize that part of what he's doing is cleaning out the disloyal types in the FBI.
