Does talking up a big game and failing to do anything say, "Lets build some nuclear tipped ICBMs?"

I mean the US have been super comfortable pillaging South America for decades but seem to ignore actual threats like Iran, Pakistan, North Korea and arguably Russia. I do admit the US talks up a big game when dealing with these countries, obviously though: "Actions speaks louder than words," and sometimes inaction says even more.

Russia isn't a threat, all their stuff is old junk and they are tied up in tanks

@Jackaloftheazuresand This question runs all the way back to 1945. However Kennedy backed by Lemay actually had balls in the Cuban missile crisis, meth may have helped here. It's the only anomaly in this pattern.
