This is a serious question...imagine the time is now 2019 and imagine America is actually in depression but the world economy is fine...what would you say?

Nope, they look right at it as they're burning it. Responsible budgets? Haha, that went out the window as soon as they took power. Now they're trying very hard to blow up the deficit and insurance rates. XD Oh, and don't forget to hire as many foreign agents as possible!
