I don't think he did anything actionable. He can't really say heis privacy as invaded since he was driving on a public street
I think you would have a hard time making the disorderly conduct charge stick since you hear the world in common usage.
And the guy didn't advocate violence.
That being said I will betcha that the secret service now has a file on him
