You mean congress should pass an amendment to the constitution saying parents are responsible for their kids, family? That teachers are responsible to their students? So what should this bill say?

No you should all have a national conversation about how you live together. You decide yourselves how to balance Rights and Responsibilities. Plainly after Las Vegas there is a conflict between the right to bare arms and the right to Life for example. Hold a National Convention!
