The US congress granted US citizenship to Puerto Ricans in 1917.

@SW-User Not really. I saw the question he posted and attempted to respond, but when I hit post, it was suddenly an illegal action, and whence I left the page, I couldn't see the question anymore or his profile. I suppose it's possible he just deleted both, but I've never seen a profile get deleted that quickly.
