During a natural disaster should cops shoot looters on sight
Looters are scum and having to deal with them puts cops in danger. Also while dealing with this scum cops are taken away from helping ppl

They must be arrested no matter what. If shooting is necessary, then shoot.
Looters could devote their efforts to help people in need, instead they blatantly show that they do not give a damn about others. Their deeds show much more shallowness than any other kind of theft and therefore they should be more severely punished.
