No, if I remember correctly it's for people who were brought here as kids. If you were brought here very young, it's not like you're ethically culpable for it, and if they've lived here for years, maybe as long as they can remember, it'd be cruel to send them back to countries that they know little or nothing about. I don't know what the specific solution would be, but deporting people who probably only know America as home isn't it.
And if that's not compelling, think of it from an economic perspective. If they grew up here taking advantage of US public services and we deport them, we get 0% return from them. On the other hand, if they stay and work and pay taxes, they can offset that bill.
