I see it as a battlecry (of sorts) to his unlawful loyal followers aka Mike Fynn and Co.
If you defend me, I will pardon you.
I also see this as an opportunity for Trump to pacify his racist base. He needs them need to stay "hooked" for re-election since he has not been able to do anything he promised during last election (wall, repeal and jailing Clinton). That's the only reason why he holds rallies. Unfortunately his base is too stupid to realize it.

@whoowho yes, of course there's that. He already encouraged his supporters to break the law, during the campaign, and he would cover their legal fees. He does not have to pay anymore, he can simply pardon, and then retweet someone accusing Obama of doing the same, even on a day when the nation is worried about other, more pressing matters

@Northwest He even got that wrong ..... Manning's sentence was commuted , not pardoned.

@RodionRomanovitch When did the actual truth matter to them?
In one of his tweets, yesterday, he re-tweeted Sheriff David Clarke's book, ironically, he did not realize he was tweeting an advertisement to Amazon Books :-) and of course, the link goes to Clarke's series of tweets, attacking Obama for not responding to Katrina fast enough, when Trump tweeted about it a couple of times, in between brags about himself. Way not to politicize a natural disaster. Eventually, they will blame Harvey on Obama.
