Can Gravity exist withou time dilation ?

I mean, time dilation is a consequence of relativity which obviously explains gravity. You can have theories of gravity that don't include time dilation though, the theories would just kind of suck and probably not be useful in general since we know time dilation is a real thing and would have to come up with an alternative explanation for it.
