The marks on the man's forehead appear to be small, indented scars, possibly from acne or another skin condition that has left pitted marks on the skin. These types of scars are often referred to as "atrophic scars" and can result from severe acne or other conditions that damage the skin's deeper layers.
That said, this isn’t exactly the highest quality image. That man may want to have a retired deputy take a closer inspection the next time he visits his showerstall.
