Is your dog/cat allowed to enter your house?

Yesterday I saw several people shaming a woman who said that her dogs are not allowed to enter her house. Your thoughts?

My dog stays in the house always. The only time he goes outside is when I take him to do his business. He's a chihuahua, and doesn't like to walk much because he is so small.
