My dog bit our neighbor’s dog?

So, the other day, I let my dog outside into the backyard to use the bathroom.
We have a wood fence, as do our neighbors. Our neighbors have two dogs, a larger one about the size of my dog (lab/ Great Dane mix) and a smaller dog (I think it’s a terrier.) their dog ran over to the fence, aggressively barking at mine, causing my dog to run over and bark back at him. The little dog got involved too, and somehow with all the barking and growling, the little dog got bit by mine through the fence. My dog wasn’t listening to me, so my brother came out and yelled at him to get inside. My dad then later put more boards up so they can’t reach each other through the posts, and we usually do a good job of checking to make sure they aren’t outside when he needs to go out. (I forgot to check) Well, now their little dog is limping and needs to be taken to the vet. Our neighbor said he wasn’t going to place blame because he knows his dogs aren’t very smart, but he wanted to make sure our dog was vaccinated. (He is.)
Now, I feel awful. I was the one who let my dog out. What should I do?
Also, I think my dog needs to be trained not to be aggressive towards other dogs, but my parents think it can’t be taught and that he’s just “protecting his yard” which I think is total BS.
Now I just feel like an awful dog owner. Is there anything I can do?

Don't feel guilty. You're the owner, however you're not the dog. If the other owner doesnt feel like placing blame then just learn from your mistake of letting him out on his own.

It can be taught, however it's difficult. I haven't figured out how yet.
