You just need to try to distract her somehow, I suppose.. Try randomly rewarding her (with food, petting and playing) whenever she's calm during walks and [b]especially[/b] if/when she's calm around other people/dogs.
For example, the moment you see other people coming, start distracting her, rewarding and petting her, telling her she's doing good and what not.
But the moment she starts to showing aggression, ignore her and try turning around and walking the other way with her (?)

I've not tried treats when she's not aggressive because it seems like she always is
