I have an incredibly aggressive rescue nothing seems to work. And ideas?

I love my baby she is an awesome dog but she's aggressive. She goes after anyone who even walks by and attacked a small dog yesterday. Idk what to do. I'm about to buy a shock collar

You should buy a vibrating collar, they respond just as well and you don't have to hurt them
