are dogs bad by nature or are they only bad if the owner is bad?

I believe done dog breeds have had tendencies bred into them for 1000s of years and might be predestined to certain behaviors, however I fell most dogs will behave as their owner expect and as a reaction to how they are treated.

We had 3 Chows at one time, I have heard they are supposed to be dangerous. Never saw any signs.!Our youngest daughter learned to walk holding on to one’s fur.
