what does it mean if my cat doesnt do the "righting reflex"

that is the reflex that refers to the cats ability to flip and always land of their feet. for example if my cat were to fall or get dropped he would land on his back instead of doing the flipping motion that cats do to land on their feet

backstory of my cat he was rescued i rescued him when he was still trying to nurse. i'm not sure what happened to his mother was but he was puny but he survived and has been with me since. i'm not sure if maybe him not being around other cats may have contributed to this
