Should a dog be put to sleep just because it suddenly started having seizures?

Our dog is around 16 years old. She does have a tumor on her back leg. She had a heat stroke few weeks ago accompanied by a seizure. She was ok for a while, then she had a seizure today and yesterday. It's still warm out, but not hot as it was. Anyway, my dad said he thinks before winter, she needs to just be put to sleep because she's suffering. I told him not to do that. Seizures aren't necessarily painful.

Have you seen a vet about the seizures as they may give your dog something to help. Does your dog stay and live outside and if so why?

My parents don't want to bother with taking her to the vet since she's old, doesn't want to spend money on it. I would, but I'm currently not working. She was a stray that showed up 15 years ago. Any dog they have ever had has been an outdoor dog. My dad built a pretty good size kennel like 35-40 years ago for his coon hounds. This dog likes to be outside though and is only willing to go in there to eating
