There's only three different Unions in the Multi-universes

The Beaver's Union was first created back in the beginning years.

The Yellow Union was created by the Deer's Universe, thanks to the help from the Lions Universe's back then.


And the Fish Universe created The Peace Treaty Union, to create a competition against the Yellow Union.

The Ducks created the Peace Treaty Union in the Fish Universe. Not the Fish President itself.
