I don't think the taxation begins when the fish universes started and other universes progressing

When the 7 tier Universe accomplished.

Many Universes are progressing as well, and then that's when President Neptune comes into power of the Fish Universe. Neptune decides to create a Regal System to tax every universes due to past privileges to help create them.

Except the Dogs
's Universe, the only ones created an economy by themselves, and depends on Gold standard currency for now.

What's kind of messed up that the beavers doesn't get a bonus, since they help more to build other universes.

The Fish Universe hogs them all back then.

@DanielsASJ they do, but Neptune tends to cross every lines.

Just like when the British did to the U.S. until a revulsion broke out.

In my storyline, there was no physical wars of any sorts.

There will be a currency war later on in the Future, not to completely dismantle it, but to allow the it to slow down, and slowly replace them with gold standard currency for all Nations.

There will be two Universal Nations, that will unite and replace the Regal System.

It will take a while. Somewhere between 300 to 500 years.
