That would not surprise me....
The attitude towards Ukraine, Russia and Europe generally by the Vance/Musk/Trump-virate (though not necessarily the USA as a whole, nor to the American ministers and diplomats behind the international scenes) seems steadily more and more twisted and confusing as time rushes by.
To be a bit more neutral, it is possible that Starlink does not need its owner deliberately to transfer information to the Russian forces. They will almost certainly be monitoring all Ukraine radio-telephone and radioed cyber-traffic anyway, including the equipment's homing-signals.
