The Colorado river is dangerously low. Cannabis water requirements must be a contributing factor? Any sogestions . . Here are some solution. . .

1) Per person plant limits. No more than 3 per employee and/or individual citizen.
2) hydroponic limitation and monitoring. . . How much water is being held in hydroponic tanks instead of actively traveling in the Colorado river?
3) water conservation efforts only go so far but outdoor grow ops should be incentivized (it diverts less water).
Please comment with other strategies.
It took several million years for earth to reach a balance with wild cannabis plants. Humans (AMERICANS) ruined that balance beginning in 1937. Now we are interfering by moving too fast. We must correct course.
PLEASE ADVISE!

Furthermore desalination could help, but until the downstream effect on ocean levels is determined how shallow will the oceans become? It could effect marine life the global ecosystem water availability etc.
