A decision more likely politically / commercially driven than simple stupidity; my suspicion of that being the case reinforced by some of the replies already on this thread showing an American tendency to reduce discussing world-wide, supra-political matters to that nation's own, internal party-politics.
Anyway, "not unusual" over what time span? Years X 10^1, or 2, or 3, or 4, more...? In wholly natural terms over many hundreds and thousands of millennia the Earth is comparatively cool at present as it still holds large polar ice-caps and high-altitude mountain snow and ice..... but these can melt.
