Topless in public

Have any women been intentionally topless in public? Do you do that as a protest or is it more because of the exhibitionist in you?

Texas has no state law banning female top-freedom but a few cities do. Austin is not one of them, and my wife bared her breasts for walk along the river and at Barton Springs Pool. It wasn't protest... she just wanted to get some sun on her tatas.

We also saw a few topfree women outside the State Capital building
