I don't think that's necessarily true. For example, many young terminal cancer patients (who have clearly not yet lived a full life by the time of their illness) are very peacefully and fatalistically accepting of death, whereas many old folks who have lived very long and rewarding lives are quite fearful of death. I think it's more to do with one's individual personality, i.e. how accepting one is about the fact that while some aspects of one's health and life can be controlled, others cannot be.
I suppose it's a nice sentiment to encourage people to get out more. However, it's probably just as true to say that the more you have to live for due to your life's accumulation of loved ones, wealth, wisdom and good stuff, the more you have to lose in death. My statement about welcoming death might apply to anyone who wants to get it over with. Happiness is no given.
