It depends on the setting.
If a woman is topless on a clothing optional beach, it would not make a difference to me.
If a woman is topless for a Pesach ceremony, it would not excite me, but I might think it's interesting.
If a woman is topless while we're together, for a purpose other than getting dressed, then of course I would be excited. Why else would she taking her clothes off for me?
