@ozgirl512 different states here operate differently. Some are far stricter than others. Been to most of them though. Texas is ironically more laxs than say California regarding this issue.
If you put money down before something controversial it becomes a legal issue in California. Afterwards it doesn't. So the persons doing the offering often get the short end.
That's the problem I am referring about. Before hand illegal, afterwards legal.
