Can someone tell me why presidential elections happen on a leap year, I have a feeling this is some sort of.... Conspiracy!

The first US President, George Washington, was elected in 1788 and sworn in in 1789. US Presidential elections have been held every four years since. Unlike 6 year terms for the Senate and 2 year terms for the House of Congress. (Not all inthe same years.) Leap year is also every 4 years and was introduced by Julius Caesar.
