I see the Trump disinformation campaign has made it all the way Down Under.
Other countries do NOT pay tariffs to export their goods to the United States.
American companies who import those goods pay the tariffs to the U.S. government.
And those American companies then do one of either three things:
(1) they pass on the cost of the tariffs they've paid to the government to American consumers in the form of higher prices
(2) eat the cost of the tariffs, by either lower their profits (which means less taxes they will pay) or cutting other operating expenses such as laying off workers
or
(3) a combination of (1) and (2).

Tariffs are hardly new.
But they've steadily gone down over the decades while the standard of living has gone up.
