Your elected representatives vote for you. I've been told off by right wingers in the US several times for calling the USA a democracy, they correct me and say it is a republic. Not sure exactly what they mean but it seems that they do at least mean that direct democracy is not allowed.
So the situation you find yourself in is by design. If you want to vote on such things you will need to change your constitution just as most European countries would, we didn't vote to join NATO either.
