On 4th February 1400 Bernard Brocas (age 46) was tried, and condemned to death, by Thomas Fitzalan 10th Earl of Surrey 5th or 12th Earl of Arundel (age 18) at Tower of London for his role in the Epiphany Rising having been captured in Cirencester, Gloucestershire.

slightly tenuous but I'm including it-From History of Wales The Laws in Wales Acts 1536 and 1543 were the result of Henry VIII's desire to restrict the power of the Marcher Lords. Henry charged his chief minister, Thomas Cromwell with finding a solution by reforming the governance of Wales.
The Acts began their passage to implementation in the Parliament which began on 4th February 1535
The 1536 Act had the following effects on the administration of Wales-
* The current day border between Wales and England was established as the marcher lordships were abolished and the 13 historic counties of Wales became the administrational framework for Wales;
The earldom of Pembroke and lordship of Glamorgan into the counties of Pembrokeshire and Glamorganshire and the remaining Marcher Lordships into the counties of Brecknockshire, Radnorshire, Montgomeryshire and Denbighshire. The act also created the county of Monmouthshire and specifically placed it in Wales. The lordships of Ludlow, Clun, Caus and part of Montgomery were incorporated into Shropshire; and most of Ewyas, Huntington, Wigmore and Clifford were included in Herefordshire.
The English Crown had established the counties of Carmarthenshire and Cardiganshire in 1240 under the governance of the Justiciar of South Wales and following the Conquest of Wales by Edward I, the Statute of Rhuddlan of 1284 had divided the Kingdom of Gwynedd into the counties of Anglesey, Merionethshire, Caernarfonshire and Flintshire,
* The law of England was to be the only law of Wales and, to administer it, justices of the peace were appointed in every county.
* The Act introduced 26 Members of Parliament from Wales. Before the Act, Wales had none.
* English was to be the only language of the courts of Wales, and those using the Welsh language were not to receive public office. This resulted in the Welsh ruling class becoming fluent in English with the Welsh language being confined to the working and lower middle classes.
The Act of 1543, which was passed in the Parliament beginning on 22nd January 1542, made the following additions and alterations;
* The Courts of Great Session were established in four three-county circuits namely: Anglesey, Caernarfon and Merioneth;
Flint, Denbigh and Montgomery;
Cardigan, Carmarthen and Pembroke;
Radnor, Brecon and Glamorgan.
* Monmouthshire was included with English counties for certain legal purposes which led to confusion as to whether it was an English rather than a Welsh county. This resulted in subsequent legal references referring to 'Wales and Monmouthshire'.
* To deal with the perceived lawlessness and disorder in the area of the Welsh Marches, the act gave extensive administrative and legal powers to the Council of Wales based at Ludlow.
* The borough of Haverfordwest was granted a Member of Parliament, which increased the number in Wales to 27
