15 minute cities are awesome in theory but very difficult in practise but you can't stuff everything you need to have a fully self-sufficient city supporting millions in a space where everthing is accessible in 15 minutes or less without needing powered transport and lots of external inputs/outputs.

And all of this literally kills people. Car accidents because of force commutes, and driver stress levels actually has a measurable negative impact on life expectancy.
