Sandy G, hands down, because
1) he understood how to rule a different/foreign people (use local reps drawn from the local pop'n, so you don't seem so foreign);
2) the bringing of Greek culture helped to plant important seeds...Hellenization was a natural side-effect, like French being grafted into English due to Billy taking a short trip to assert a claim in 1066 AD/CE;
3) first mega-empire in the West, touching Europe, Asia, Africa;
and thus the first major person in the West who allowed people to think in a new mega-tribe which transcended the smaller groupings into which they were born & with which they were familiar...so he is the precursor to not only other empires, but the League of Nations & the United Nations...
