I think it was an accident. BUT .... What was the intention behind weaponizing it??? That is what we should be really wondering about.
If it was intentional tho... it was to feel out the defenses of the world. A test. To see how fast we would be able to recover.

@caesar7 I mean think about it. If you want to test the abilities of a country you don't do it with a full scale attack. That would be a bad time to see you were out classed.
