How do i get a suspected mousterian neanderthal spear piont found in california authenticated in California

I'm sure it's a cool find but Neanderthal? There isn't even solid proof they were in CA. But there's a ton of indigenous people, over many of thousands of years, who used spears. Finding it in a dry riverbed would make sense.
