They were allowed in the country to play, that doesn't make them friends. They might have had some other plans after the game which have now been thwarted. I don't see the harm in doing this.
It isn't a nice thing to do, but then if one of these guys went and shot a bunch of people or planted a bomb that would have looked pretty bad for the government.
