It's a way to deflect and distract from the ICE problem. No one mentioned in the files is going to be prosecuted so they have nothing to lose in leaking them bit by bit. I'm not saying it isn't important to expose these creeps, I'm just saying the only person prosecuted was moved to a nicer prison with many benefits in exchange for her silence. There is no law greater than money.

It's also a way to punish the victims by exposing their identities, while protecting the perpetrators by redacting theirs. But yeah, they divide the fallout with timed tactics, and they always parlay these actions with punishments.
