The term comes from the days of film. An example of "Raw, uncut" would be if you unexpectedly captured an event - say a robbery - as you were filming family members at a restaurant while on vacation. If it were broadcast just as it had been filmed, without any editing or enhancements whatsoever, that is 'raw, uncut' footage.
