What is raw uncut video footage?

I feel certain it means cut and spliced, right?

It's an old term that lives through the digital age.

Back in the day, they used to take the film itself, slice the frames and either toss some or put it back in a different order.

Today there is no actual film and digital tools makes this process very easy.
