So, is Russia paying for the bill that the senate is voting on tonight?

Sounds like we're taking the money Russia had here that was frozen.

Lex talionis... Should the US opt to transfer confiscated Russian assets to Ukraine, a possible scenario, Russia may retaliate by seizing all American-owned assets within its borders. This possible scenario has already prompted companies exiting Russia to sell off their assets at reduced prices. If the US does, it could negatively impact the US stock market. Foreign investors might fear similar measures affecting their investments.

Biden's tenure will likely end in 8 months. So I think if/when Trump wins November, the Biden administration will take drastic steps.

Yes. What many refuse to consider is that it's already been seized.

Whatever assets the US has in Russia already have been seized as well. Might as well use it! These assets are worldwide assets. All assets worldwide that were taken by allies as well.
