New structures and totally different types of humans are required. Some of the current salaries are outrageously high and some (less) are surprisingly low. Tenure and favoritism and nepotism need elimination. @redredred

Trump was probably the most corrupt president since Warren Harding and the Teapot Dome scandal. I'd put Trump ahead of Nixon on the corruption scale. Nixon was a crook, but at least he didn't use the office to enrich himself and his family.
