The Ohio River is toxic affecting where 5 million people get their water. Is there any doubt who has to pay to clean that up? It certainly won't be the Railroad, right?

Last time I checked, it was the Biden administration that cancelled the new oil pipeline, and determined that rail delivery was the best solution.
